Song Submissions For 2009?

Recently recorded one of my dance tracks with 2 award-winning, London-based producers ( 30 chart hits, 3 number 1s this year and 2 award-winning soundtracks for Universal Pictures)...it`s turned out really, really good and I feel it is a definite contender for the top spot in the Eurovision contest.
Does anyone know when they are accepting songs for the 2009 contest?
Can someone from the U.K. enter a song in another countries submissions?
When you enter a song and if it is picked, can you keep the publishing rights and publish it through your own company or one of your choice?
